Thư gửi dân biểu Christ Smith

Dear Representative Christ Smith,

I am very happy to write this letter to you, and the first words I want to say is that I want to thank you from the bottom of my heart for the attention and support that you have given me over the years since my imprisonment on March 6, 2007. What you and your colleagues have done by campaigning and fighting for my personal freedom as well as my friends’ - and most of all - the democracy for our country, have become the catalyst that encouraged me to overcome all difficulties and hardships in my four years of incarceration. I firmly believe in the path that I have chosen, tempered with bravery, steadfastness and invaluable experience. These are the ingredients that will help the struggle for freedom, democracy and human rights in Vietnam to succeed.

Today the desire for a free society, democracy, and the respect for civil rights no longer belong to a small number of us, they have become the aspirations of all the people of Vietnam, but under the authoritarian and ruthless rule of the communist government of Vietnam not too many people dare to express their desires publicly. Any person who publicly expresses his desire for democracy or criticizes the weakness of the regime will be arrested. Currently, there are hundreds of people who struggle for religious freedom, democracy and human rights in Vietnam who are still held captive in the prisons of North and South Viet Nam. While in the Nam Ha prison, where I was imprisoned for more than four years, nine democracy activists and more than 100 Montagnards from the Central Highlands who’ve fought for religious freedom are still in custody there.

I understand that the struggle for freedom, democracy and human rights must be decided and undertaken by ourselves and our people. Yet in the initial stage when there are many people who are still afraid of the police sated and dare not participate in the struggle, then it behooves us that our small minority needs all the attention, support and help of the international community - including the government and people of the United States – it can get.

We are fully aware of our weaknesses and limitations, and that our lack of experience, not having been trained to lead, not having been able to coalesce and rally the forces of religion, students’, workers’ and peasants’, ... in the country; and the difficulty uniting our overseas Vietnamese brethren in the efficacious support for the movement in Vietnam. The most critical and glaring weakness is not being able to secure financial resource, stable enough to operate and develop our power in the country, and sending people abroad for training.

We, who are fighting for freedom and democracy in Vietnam are aware that Vietnam and the United States have a lot of mutual interests in the Asia Pacific region, both the U.S. and Vietnam will become stronger and more effective in maintaining peace and stability in Southeast Asia if we can build our relationship and align with one another in military and political spheres, as well as economically and diplomatically. So we want to build relationship with our U.S. ally in a comprehensive way. But this can only happen when Vietnam establishes a truly democratic system, eliminating any influence from the northern neighbor.

In this letter, I wish to express the above concerns with you, and in my next letter, I would like to address the problems that we can discuss, and how to coordinate our effort in carrying out the support for the struggle for freedom, democracy and human rights in Vietnam so that they can have early success. I pray that the relationship between the United States and Vietnam would soon be established.

Tôi rất vui mừng khi viết thư này cho ông và lời đầu tiên tôi muốn nói là cảm ơn ông rất nhiều bởi sự quan tâm và ủng hộ mà ông đã dành cho tôi trong những năm qua kể từ khi tôi bị cầm tù vào ngày 6-3-2007. Những gì mà ông và những đồng nghiệp của ông đã vận động và tranh đấu cho tự do của cá nhân tôi, những người bạn của tôi, cũng như tự do, dân chủ của đất nước chúng tôi, những điều đó đã khích lệ tôi vượt qua mọi khó khăn, gian khổ trong bốn năm bị cầm tù. Tôi đã vững tin vào con đường mà tôi đã chọn, bản lĩnh vững vàng và kinh nghiệm phong phú. Những điều này sẽ giúp cho công cuộc tranh đấu vì tự do, dân chủ và nhân quyền ở Việt Nam sớm đi đến thành công.

Ngày nay ước vọng về một xã hội tự do, dân chủ, các quyền con người được tôn trọng không còn của riêng một số it người chúng tôi, mà điều này đã trở thành khát vọng của toàn thể dân tộc Việt Nam, nhưng dưới sự cai trị độc đoán và hà khắc của chính quyền cộng sản thì chưa có nhiều người Việt Nam dám bày tỏ công khai khát vọng của mình. Bất kỳ người nào bày tỏ công khai mong muốn dân chủ, phê phán những yếu kém của chính quyền đều bị bắt giam. Hiện nay còn hàng trăm người đấu tranh cho tự do tôn giáo, dân chủ, nhân quyền ở Việt Nam còn bị giam giữ trong các nhà tù từ Bắc và Nam. Riêng nhà tù Nam Hà, nơi tôi bị giam cầm hơn ba năm còn có 9 người đấu tranh dân chủ và hơn 100 người Thượng ở Tây Nguyên đấu tranh cho tự do tôn giáo bị giam giữ ở đó.

Tôi hiểu rằng việc đấu tranh để giành tự do, dân chủ và nhân quyền phải do chính chúng tôi và nhân dân chúng tôi quyết định và thực hiện. Nhưng lúc khởi đầu khi mà còn nhiều người sợ hãi, chưa dám tham gia đấu tranh, thì số it người như chúng tôi rất cần sự quan tâm, ủng hộ và giúp đỡ của cộng đồng Quốc tế, trong đó có quốc hội, chính phủ và nhân dân Hoa Kỳ.

Chúng tôi cũng đã nhận thức rõ được những yếu kém và hạn chế của mình đó là thiếu kinh nghiệm, chưa có những người được đào tạo bài bản để lãnh đạo, chưa đoàn kết và tập hợp được các lực lượng tôn giáo, sinh viên, công nhân, nông dân,… ở trong nước; những lực lượng người Việt ở hải ngoại chưa đoàn kết để ủng hộ cho phong trào trong nước. Một điểm yếu quan trọng nhất đó là không có nguồn tài chính đủ và ổn định để hoạt động và phát triển lực lượng trong nước, gửi người đi đào tạo ở nước ngoài.

Chúng tôi, những người đang đấu tranh cho tự do, dân chủ ở Việt Nam đều nhận thức rằng Việt Nam và Hoa Kỳ có rất nhiều lợi ích chung trong khu vực châu Á thái bình dương, cả Hoa Kỳ và Việt Nam sẽ trở nên mạnh mẽ hơn và hiệu quả hơn trong việc duy trì hoà bình và ổn định trong khu vực đông nam Á khi có mối quan hệ đồng minh với nhau về quân sự, chính trị, kinh tế và ngoại giao. Bởi vậy chúng tôi mong muốn xây dựng mối quan hệ đồng minh với Hoa Kỳ một cách toàn diện. Nhưng điều này chỉ có thể xảy ra khi Việt Nam thiết lập được một chế độ dân chủ thực sự, loại bỏ mọi ảnh hưởng từ người láng giềng phương bắc.

Trong lá thư này tôi chỉ mong muốn được bày tỏ một số điều nêu trên với ông, và trong lá thư tới tôi sẽ đề cập đến những vấn đề mà chúng ta có thể cùng bàn bạc và phối hợp thực hiện để làm sao công cuộc tranh đấu cho tự do, dân chủ và nhân quyền của Việt Nam sớm thành công. Mối quan hệ đồng minh toàn diện giữa Hoa Kỳ và Việt Nam sớm được thiết lập.

Một lần nữa từ trái tim của mình, tôi chân thành cảm ơn ông rất nhiều đã quan tâm và ủng hộ tôi trong những năm qua. Chúc ông luôn mạnh khoẻ.
